【天津海關(guān)】RCEP實施在即海關(guān)助力企業(yè)做好充分準(zhǔn)備

　　在昂高（天津）有限公司的辦公室里，業(yè)務(wù)員付沄通過“單一窗口”向天津東麗海關(guān)發(fā)送了一份輸印度尼西亞原產(chǎn)地證書的申請，在收到海關(guān)審核通過的回執(zhí)后，她立即進(jìn)行了證書打印。從申請到打印，整個過程只用了不到2分鐘。

　　“憑借這份原產(chǎn)地證書，我們的產(chǎn)品進(jìn)入東盟市場能夠享受更加優(yōu)惠的稅率。”付沄高興地說，今年以來，公司已經(jīng)申請了中國-東盟原產(chǎn)地證書200多份，可在東盟享關(guān)稅減讓超過30萬元。

　　"With this certificate of origin,our products can enjoy more preferential tax rates when entering the ASEAN market."Fu Rushing said happily that since this year,the company has applied for more than 200 China-ASEAN certificates of origin,and can enjoy more than 300,000 yuan of tariff concessions in ASEAN.

　　11月2日，《區(qū)域全面經(jīng)濟伙伴協(xié)定》（RCEP）保管機構(gòu)東盟秘書處宣布：文萊、柬埔寨、老撾、新加坡、泰國、越南等6個東盟成員國和中國、日本、新西蘭、澳大利亞等4個非東盟成員國已向東盟秘書長正式提交核準(zhǔn)書，達(dá)到協(xié)定生效門檻。基于此，RCEP將于2022年1月1日對上述十國開始生效。

　　On November 2,the ASEAN Secretariat,the custodian of the Regional Comprehensive Economic Partnership Agreement(RCEP),announced that six ASEAN member countries,including Brunei,Cambodia,Laos,Singapore,Thailand and Vietnam,and four non-ASEAN member countries,including China,Japan,New Zealand and Australia,have formally submitted their instruments of approval to the ASEAN Secretary General to reach the threshold for the entry into force of the agreement.Based on this,RCEP will enter into force for the above ten countries on January 1,2022.

　　“RCEP正式生效后，天津市進(jìn)出口企業(yè)在與日本等9個國家開展貨物貿(mào)易時，會享受到RCEP項下關(guān)稅減讓。另外，符合條件的企業(yè)還可在經(jīng)核準(zhǔn)出口商制度下自行出具原產(chǎn)地聲明，即可在相關(guān)締約方進(jìn)口時享受關(guān)稅減讓政策，出口企業(yè)享惠將更加便捷。”天津海關(guān)關(guān)稅處工作人員介紹。

　　"After RCEP formally comes into effect,Tianjin import and export enterprises will enjoy tariff concessions under RCEP when trading goods with nine countries,including Japan.In addition,eligible enterprises can also issue their own declaration of origin under the approved exporter system,you can enjoy tariff concessions when importing in the relevant parties,export enterprises to enjoy the benefits will be more convenient."Tianjin Customs Tariff Division staff introduced.

　　“我們的產(chǎn)品主要就是出口東盟、日本等國家，所以，RCEP即將正式生效的消息，對我們企業(yè)來說是一個重大的利好！特別是，在RCEP框架下，中國和日本首次達(dá)成了雙邊關(guān)稅減讓安排，這將有利于進(jìn)一步降低我們出口成本。”付沄高興地說。

　　"Our products are mainly exported to ASEAN,Japan and other countries,so the news that RCEP will officially enter into force is a major benefit to our enterprises!Especially,under the framework of RCEP,China and Japan have reached a bilateral tariff concession arrangement for the first time,which will be beneficial to further reduce our export costs."Fu Rushing said happily.

　　今年以來，為助力天津市企業(yè)能第一時間享受RCEP關(guān)稅優(yōu)惠政策，天津海關(guān)加強與天津市商務(wù)局、天津市貿(mào)促會的部門協(xié)作，聯(lián)合開展多次RCEP關(guān)稅減讓政策宣傳和調(diào)研，主動向企業(yè)提供原產(chǎn)地規(guī)則分析等技術(shù)支持，引導(dǎo)企業(yè)更充分地了解和熟悉相關(guān)內(nèi)容，確保企業(yè)對協(xié)定內(nèi)容應(yīng)知盡知、應(yīng)享盡享。今年1-10月，三部門聯(lián)合舉辦了20余場RCEP關(guān)稅實施政策宣講會，天津市近2000家進(jìn)出口企業(yè)參加了系列政策培訓(xùn)。此外，天津海關(guān)還大力推廣原產(chǎn)地證電子聯(lián)網(wǎng)、自助打印、智能審核等便利措施，全面提升簽證便利化水平。

　　Since this year,in order to help Tianjin enterprises to enjoy RCEP tariff preferential policies at the first time,Tianjin Customs strengthen the departmental cooperation with Tianjin Municipal Bureau of Commerce and Tianjin CCPIT,jointly carry out several times of RCEP tariff concession policy publicity and research,take the initiative to provide technical support to enterprises such as rules of origin analysis,guide enterprises to more fully understand and familiar with the relevant content,to ensure that enterprises should know all the contents of the agreement The three departments have taken the initiative to promote the policy of tariff concessions.From January to October this year,the three departments jointly held more than 20 RCEP tariff implementation policy briefing sessions,and nearly 2,000 import and export enterprises in Tianjin participated in a series of policy training.In addition,Tianjin Customs also vigorously promote the electronic network of certificates of origin,self-service printing,intelligent audit and other convenient measures to enhance the overall level of visa facilitation.
